What does China's 2026 Notice No. 42 say?
On February 6, 2026, eight Chinese regulators led by the People's Bank of China issued Notice No. 42 on preventing virtual currency risks, replacing the 2021 “924 notice”. The points that matter for signing up:
- Crypto business remains illegal financial activity, including fiat-to-crypto exchange, crypto-to-crypto exchange and derivatives.
- Offshore entities may not provide crypto services to mainland residents in any form.
- Personal investment: civil acts that violate public order are void, and losses are borne by the investor.
- Online promotion: internet companies may not provide venues, advertising or paid traffic for crypto business.
Can Chinese citizens use OKX?
It depends on where you live. OKX's availability follows its terms: it serves many countries, does not serve some, and its app has been removed from mainland Chinese app stores. Chinese citizens living in a supported country can usually sign up and verify under the rules of that country, while mainland residents face the restrictions above.
What matters most: never use someone else's identity or false location details to get around restrictions. Accounts can be frozen and you lose any recourse.

Is buying “dollars” on OKX legal?

Using it to move money across borders or around FX quotas is effectively currency exchange, which can breach Chinese FX rules and, at scale, amount to illegal business operation.
